This is to implement of Resolution No. 15/2008/QH12 by the Vietnam's National Assembly on the enlargement the administrative boundaries of Hanoi and some provinces, and Decision No. 1878/QD-TTg by the Vietnamese Prime Minister approving the blueprint on the construction of Hanoi Capital to 2030 with a vision to 2050.
